🇺🇬 Uganda Growth Trio: Power, Policy & Infrastructure Driving Sustainable Transformation

🇺🇬 Uganda presented one of the most integrated growth models at the UK–Africa Business Summit 2025 — linking finance, energy, and infrastructure under one national transformation vision. With Prof. Augustus Nuwagaba, Hon. Ruth Nankabirwa, and Eng. Elias A. Mugisha leading the “Uganda Growth Trio,” the country is proving that sustainable development can be both profitable and inclusive. Sustainability. Stability. Infrastructure. Uganda’s blueprint for growth is ready — and investor partnerships are the next step.

At the 15th UK–Africa Business, Trade & Investment Summit 2025, Uganda’s leadership delegation presented a unified vision for national transformation — connecting macroeconomic stability, clean energy expansion, and infrastructure modernisation into one integrated growth model.

This strategic framework — articulated by Prof. Augustus Nuwagaba, Hon. Ruth Nankabirwa, and Eng. Elias A. Mugisha — defines Uganda’s roadmap toward sustainable industrialisation, regional competitiveness, and investor-ready development.

“Sustainability, stability, and infrastructure are the three engines driving Uganda’s transformation into East Africa’s investment hub.”

1️⃣ The Financial Foundation

Prof. Augustus Nuwagaba, Deputy Governor, Bank of Uganda
Prof. Nuwagaba underscored Uganda’s macroeconomic resilience and pioneering role in green finance. With disciplined fiscal management and environmental accountability, Uganda is emerging as a model destination for ESG-aligned investment.

Key Highlights:

  • Green Finance Framework: Aligning credit products with sustainability standards.
  • Carbon Credit Advantage: Over 33 million tradable credits valued at $330 million.
  • Dynamic Forecasting: DSGE model integrating financial and environmental outcomes.
  • Agro-Industrialisation: Agriculture as the foundation for jobs and exports.

“We are not only building an economy; we are safeguarding the planet while doing so.”

2️⃣ The Energy Enabler

Hon. Ruth Nankabirwa Ssentamu, Minister of Energy & Mineral Development
Hon. Nankabirwa positioned energy as the lifeblood of Uganda’s transformation, linking industrialisation, digital innovation, and green growth. Uganda’s power mix — 95% renewable — places it among the cleanest energy producers globally.

Key Pillars:

  • 95% Renewable Power Mix — hydro, solar, and geothermal energy.
  • Petroleum as a Bridge — oil revenues funding renewable expansion.
  • Nuclear Vision: 8,400 MW Buyende Plant targeted for 2031.
  • Green Minerals: Lithium, cobalt, and rare earths supporting the global clean-energy transition.
  • Affordable Power: Industrial tariff at 5 US cents/kWh under the Eastern Africa Power Pool (EAPP).

“Electricity is the lifeblood of development — and Uganda is already leading the transition.”

3️⃣ The Infrastructure Accelerator

Eng. Elias A. Mugisha, Private Secretary to H.E. the President – Infrastructure & Public Works
Eng. Mugisha presented Uganda’s 10x Growth Strategy, calling on UK investors to co-develop the infrastructure backbone that powers the country’s ATMs — Agribusiness, Tourism, Minerals, and Science & Technology.

Key Investment Windows:

  • $1.4 billion annual infrastructure financing gap — open for PPPs and EPC partnerships.
  • Flagship Power Projects: Karuma (600 MW) and Isimba (183 MW) integrated into grid expansion.
  • Public Investment Management System (PIMS): Approval times reduced by 80%.
  • Investor Protection: Fast-track dispute resolution via the State House Investors Protection Unit.
  • Digital Integration: Biometric data and GIS mapping for transparent infrastructure planning.

“Infrastructure is not just about roads or bridges — it’s about connecting markets, powering industries, and unlocking Africa’s potential.”

Strategic Synergy: One Vision, Three Engines

Together, finance, energy, and infrastructure form the backbone of Uganda’s transformation — where macroeconomic discipline fuels investor confidence, renewable power drives productivity, and infrastructure connects opportunity across borders.

  • Partner on ESG-certified ventures under the Green Finance Framework.
  • Access regional markets via Uganda’s land-linked trade corridors.
  • Collaborate in value addition, clean energy, and industrialisation.

Closing Reflection

The Uganda Growth Trio presented a powerful message: the country’s transformation is no longer about potential — it’s about delivery. With stable leadership, sound economics, renewable power, and infrastructure reform, Uganda stands ready to drive the next decade of sustainable growth.

“Uganda’s story is no longer about potential — it’s about delivery.
The frameworks are ready, the leadership is aligned, and the time to invest is now.”
