Colonel Nakalema at UK-Africa Summit 2024: Combating Corruption to Drive Economic Growth in Uganda

Uganda is making investment easier and safer! Col. Nakalema at #UKAfricaSummit introduced Uganda's Investor Protection Portal, designed to streamline investment & eliminate corruption.

Investment Protection Through Technology

Central to Colonel Nakalema’s message was the use of technology to protect investors. She highlighted the State House Investors Protection Portal (protection.statehouse.invest.go.ug), an innovative platform designed to streamline investment processes and reduce corruption. Launched under the leadership of President Yoweri Museveni, the portal acts as a one-stop service center, allowing investors to interact directly with various ministries and agencies, removing the need for in-person visits that often lead to bureaucratic delays.

The portal facilitates tasks like business registration, due diligence, and tax payments, ensuring quicker, more efficient processes that mitigate corruption risks. According to Nakalema, this digital platform offers a seamless experience for investors, minimizing the challenges that previously hindered investments in Uganda.

Eliminating Bureaucratic Delays

Colonel Nakalema emphasized that the portal significantly reduces bureaucratic delays. By eliminating in-person processes, investors can access tax incentives, open business accounts, and handle legal requirements online. This development aligns with Uganda’s broader strategy to create a transparent and efficient investment climate, making the country more attractive to global investors seeking reliable services.

Ensuring Transparency and Accountability

The digital infrastructure of the portal ensures transparency and accountability across Uganda’s investment ecosystem. Colonel Nakalema outlined four key functions of the platform:

  1. Guidance: Directs investors to legitimate government departments and offices.
  2. Reporting: Provides a mechanism for investors to report cases of corruption or inefficiencies.
  3. Monitoring and Feedback: Enables real-time updates and tracking of investment processes, ensuring investor concerns are promptly addressed.
  4. Enforcement: Tracks the performance of government agencies and ensures swift action when issues are reported.

The portal is personally overseen by President Museveni, further ensuring that the highest standards of transparency are upheld.

Combating Corruption and Fraud

Colonel Nakalema detailed Uganda’s aggressive approach to fighting corruption through SHIPU and the Anti-Corruption Unit, now led by a senior Brigadier General. She explained that corruption had long discouraged investment in Uganda, but through coordinated efforts, the government has made significant strides in eliminating fraud and bribery. The reporting mechanism within the portal allows investors to report instances of corruption, leading to immediate action against offenders.

Encouragement and Assurance for Investors

Colonel Nakalema concluded her address by reassuring potential investors of Uganda’s commitment to the free movement of capital. Investors are free to bring capital into Uganda, invest in projects, and repatriate profits without restrictions. This guarantee, coupled with the portal’s efficient processes, enhances Uganda’s attractiveness as an investment destination.

Conclusion: Uganda’s Commitment to Investors

Colonel Nakalema’s speech at the UK-Africa Summit 2024 delivered a clear message: Uganda is open for business. Through technology-driven solutions like the State House Investors Protection Portal, Uganda is positioning itself as a leader in transparency, efficiency, and anti-corruption measures in East Africa. As Uganda continues to strengthen its investor protection mechanisms, it is fast becoming a trusted hub for global investment, offering the stability and transparency that international businesses seek.
