At the 15th UK–Africa Business, Trade & Investment Summit 2025, Hon. Gen. David Muhoozi, Uganda’s Minister of State for Internal Affairs, reaffirmed a central truth about Uganda’s development journey: stability is not merely a political success — it is an economic asset. Uganda’s peace over the past three decades has created one of the most predictable and secure environments for investors in Sub-Saharan Africa. This stability has supported consistent GDP growth, strengthened investor confidence, and accelerated the expansion of key industries including energy, infrastructure, and digital trade.
“Security and economic stability are two sides of the same coin. Investors thrive where peace prevails.” — Hon. Gen. David Muhoozi
Hon. Gen. Muhoozi highlighted that internal peace and institutional predictability are the foundations of Uganda’s economic competitiveness. Under his leadership, the Ministry of Internal Affairs has undertaken reforms that make Uganda one of Africa’s most accessible and business-friendly destinations. Key measures include reduced work permit fees for strategic industries, digitised immigration and biometric identity systems, and a forthcoming residency-by-investment framework designed to attract skilled professionals and long-term investors. These initiatives form part of a national strategy that links governance efficiency directly to economic opportunity.
“When peace is predictable, policy becomes practical, and progress becomes permanent.” — Hon. Gen. David Muhoozi
Uganda’s stability has become a regional advantage, underlining its reputation for political continuity and strong governance. Hon. Gen. Muhoozi noted that the country’s consistent rule of law, transparent administration, and secure environment have made it a preferred destination for capital-intensive investments in energy, construction, and manufacturing. Peace, he explained, enables long-term investor planning, facilitates regional trade, and underpins Uganda’s role in cross-border partnerships within the East African Community (EAC). It has also been vital in attracting foreign direct investment and enabling public–private partnerships that create jobs and infrastructure.
“Peace is the foundation of productivity — and Uganda’s record speaks for itself.” — Hon. Gen. David Muhoozi
Hon. Gen. Muhoozi’s leadership perspective extends beyond national security. He emphasised that true transformation requires governance that inspires confidence, institutions that uphold accountability, and partnerships that promote growth. His message to investors and development partners was clear — Uganda’s stability is not passive; it is productive. He called on global investors, the Ugandan diaspora, and the private sector to join the country’s next growth phase through responsible investment and innovation.
“Stability is Uganda’s greatest export. It attracts investors, inspires innovation, and sustains transformation.” — Hon. Gen. David Muhoozi
Uganda’s experience shows that peace, governance, and growth are inseparable. Through stable leadership, institutional trust, and policy consistency, the country has turned stability into a powerful economic enabler. As Hon. Gen. David Muhoozi affirmed at the Summit, Uganda’s future will continue to be defined by security that builds confidence, policy that drives opportunity, and leadership that sustains prosperity.
