Grid to Growth: Why Uganda’s Power Sector is Africa’s Next Investment Engine

Targets DFIs, utilities, and policy experts focused on energy access and industrialisation.

💬 “Uganda’s energy sector is ready for transformative partnerships.” – Hon. Ruth Nankabirwa

LONDON, UK – On 12 September 2025, Uganda’s Minister of Energy and Mineral Development, Hon. Ruth Nankabirwa, will headline the 15th UK–Africa Business, Trade & Investment Summit at the prestigious Royal Horseguards Hotel & One Whitehall Place, sharing Uganda’s investment blueprint across electricity, oil, and mineral resources.

Her appearance marks a critical opportunity for investors to gain direct insight into Uganda’s energy infrastructure pipeline, mineral sector reforms, and green transition planning.

🔋 Investment Momentum in Uganda’s Energy Sector

Under Hon. Nankabirwa’s stewardship, Uganda is accelerating major public-private energy projects:

  • ✅ Gridworks–Amari Transmission Project: A UK-funded $90 million initiative strengthening national substations in Tororo, Nkenda, Mbarara and Mirama, designed to unlock industrial energy demand and support regional grid integration.

  • ✅ Mini-Hydro Expansion: Through Uganda Energy Credit Capitalisation Company (UECCC), 9 rural hydro mini-grids are under construction, expected to power over 71,000 households and SMEs.

  • ✅ Oil Refinery Agreement: Uganda has secured a $4 billion deal with UAE-based Alpha MBM Investments for a domestic oil refinery, opening up downstream investment opportunities.

  • ✅ Mining Governance Reform: The ministry recently launched a national mining company to secure at least 15% equity in large-scale operations and promote local mineral processing.

💬 Ministerial Statement

“Uganda’s energy sector is entering a pivotal phase of industrial alignment and inclusive growth. With access to electricity now reaching nearly 45% and a projected demand increase of over 10% annually, we are prioritising strategic partnerships to scale up generation, transmission, and distribution. Our grid is expanding through landmark public-private investments like the $90 million Gridworks-Amari transmission pilot, while rural electrification is accelerating via mini-hydro and off-grid solar solutions supported by UECCC.

At the same time, Uganda’s oil-to-value strategy and mineral development roadmap offer investors vertically integrated, high-return opportunities. We invite capital that is not only commercially ambitious, but also aligned with our commitment to sustainability, regional trade, and energy equity.”
— Hon. Ruth Nankabirwa, Minister of Energy and Mineral Development
