Eng David Luyimbazi - ED KCCA | Kampala's Future: British Investors & KCCA Driving Change:
Luyimbazi revealed that Kampala has $1 billion worth of infrastructure projects in progress, aimed at modernizing the city’s transportation, utilities, and public spaces. Key projects include:
These initiatives are part of a broader strategy to reduce business costs and attract investment to Kampala, positioning it as a major hub in East Africa. The African Development Bank has already committed $300 million to these projects, with $50 million in tenders awarded.
Luyimbazi emphasized the importance of public-private partnerships (PPPs) in driving Kampala’s development. These partnerships are essential for projects in waste-to-energy, street lighting, and the construction of a modern marina and passenger terminal. Additionally, the city is exploring private investment for major projects like the Sky Train and the Kampala Elevated Expressway, both of which will operate on a user-pay model.
Real estate development is another key opportunity. Luyimbazi pointed out that high-value land in Kampala’s slums hosts low-value structures, but with private investment, these areas could be transformed into valuable urban spaces, creating new housing and commercial opportunities.
Luyimbazi acknowledged the challenges that Kampala faces in its urban development:
Kampala’s mass transport needs are at the core of its urban strategy. Luyimbazi outlined plans to deploy 3,000 buses, starting with the 2,000 buses through the Mitu agreement. While financing and infrastructure challenges persist, the city is seeking further investment to expand its transport system and build necessary infrastructure, including dedicated bus lanes.
There is also flexibility in concession agreements, allowing room for negotiation and partnerships with other investors who want to contribute to Kampala’s transport solutions.
In response to concerns about slow approval processes for infrastructure projects, Luyimbazi assured investors that the Ugandan government is committed to accelerating these procedures. Over the next three years, the government plans to invest 700 billion shillings to improve Kampala’s road infrastructure, addressing the city’s growing traffic demands.
Eng. David Luyimbazi’s presentation at the UK-Africa Summit 2024 showcased Kampala’s ambitious infrastructure projects and its potential to become a key urban center in East Africa. While challenges such as traffic congestion and public space management persist, Kampala is determined to collaborate with private investors and international partners to overcome these obstacles. With more than $1 billion in infrastructure investments and a strong focus on sustainability, Kampala is positioning itself as a dynamic, investment-friendly city ready for future growth.
