Robert Kavuma Raises Concerns on Youth Employment and Infrastructure Use in Uganda at UK-Africa Summit
London, September 15, 2024 — During the UK-Africa Trade Summit, Robert Kavuma, a passionate advocate for Uganda’s development, raised critical concerns about youth unemployment and infrastructure management in Uganda. Addressing a global audience, Kavuma praised Uganda’s infrastructure progress but stressed the importance of addressing human resource challenges to fully harness the potential of these improvements.
Youth Unemployment and Infrastructure Challenges
Kavuma pointed out that despite significant infrastructure development, issues such as the misuse of public resources in Kampala, particularly by boda boda drivers, are hindering progress. “There’s a cultural attitude that needs to be addressed,” he said, citing the unregulated behavior of boda boda drivers and challenges in enforcing city regulations. He highlighted a lack of clarity between the roles of the Kampala Capital City Authority (KCCA) and the National Environment Management Authority (NEMA) in enforcing rules, particularly regarding noise pollution from churches.
In addition to infrastructure concerns, Kavuma addressed the pressing issue of youth unemployment. He pointed out that many young people in Uganda either turn to boda boda driving for work or remain idle, raising the question, "What are we doing about these young kids?" He expressed concern about the lack of employment opportunities, noting that many young Ugandans are left playing games downtown rather than contributing to the economy.
Government Initiatives to Address Youth Employment
In response, the Minister of Labor outlined several government initiatives aimed at addressing youth unemployment. These include on-the-job training and job placement programs designed to prepare young Ugandans for the workforce. Many of these trainees are often retained by the companies where they complete their internships.
The Minister also spoke about affordable capital programs, offering loans at interest rates as low as 6-10% to help young entrepreneurs start businesses. She highlighted the importance of vocational training, specifically the World Bank-backed Business, Technical, and Vocational Education and Training (BTVET) initiative, which equips youth with practical skills to enhance their employability.
Supporting Diaspora Investors
Additionally, the Minister addressed concerns raised by Ugandans living abroad. She assured them that Ugandans in the diaspora receive the same investment incentives as local investors, including access to industrial parks with free land, tax exemptions, and support for establishing businesses, particularly in sectors like tourism and services.
Looking Ahead
Robert Kavuma’s remarks underscored the need for coordinated efforts to address youth unemployment and improve the regulation of Uganda’s infrastructure. While the government’s initiatives provide a path forward, Kavuma emphasized that continued dialogue and cooperation are necessary to ensure Uganda’s young population is fully engaged in the country’s development.
The summit provided a platform for these important discussions, highlighting the role of both infrastructure and human resource development in fostering Uganda’s economic growth.
