Colonel Edith Nakalema
Head, State House Investors Protection Unit (SHIPU), Republic of Uganda

Colonel Edith Nakalema leads the State House Investors Protection Unit (SHIPU), the Government of Uganda’s dedicated mechanism for safeguarding investor interests and fast-tracking resolution of investment-related challenges. Appointed by the President, she oversees the operationalisation of Uganda’s Electronic Investors Protection Portal (EIPP)—a digital platform that facilitates transparency, accountability, and timely support to both domestic and international investors.

Under her leadership, SHIPU plays a central role in strengthening investor confidence, addressing bureaucratic bottlenecks, and coordinating high-level inter-agency support to unlock stalled or delayed investment projects. Her unit serves as a strategic interface between investors and key government institutions including Uganda Investment Authority (UIA), Ministry of Finance, and Uganda Revenue Authority (URA).

At the UK–Africa Business Summit 2025, Colonel Nakalema is championing Uganda’s commitment to creating a secure, transparent, and investor-friendly environment, while engaging with UK partners to promote ease of doing business and cross-border commercial collaboration.
