Dr. Elly W. Karuhanga
Chairman & Co-Founder, Memnon Capital Africa
Dr. Elly W. Karuhanga is one of Uganda’s most respected legal, corporate and investment leaders, with nearly five decades of experience spanning law, public policy, energy, extractives, infrastructure and board-level governance.
He is Chairman and Co-Founder of Memnon Capital Africa, where he brings deep institutional insight into investment structuring, regulatory navigation, government engagement and strategic partnerships across Uganda and the wider African market.
A distinguished constitutional lawyer and former Member of Parliament, Dr. Karuhanga was one of the framers of Uganda’s 1995 Constitution and has played a significant role in shaping the country’s legal, political and commercial architecture. He is also Senior Partner at Kampala Associated Advocates, one of East Africa’s leading law firms, with recognised expertise in energy, infrastructure, corporate transactions and cross-border investment.
Dr. Karuhanga has been closely involved in Uganda’s energy and extractives sector, including serving as President of Tullow Oil Uganda during a critical period in the development of the Albertine Graben oil discoveries. He also founded the Uganda Chamber of Mines & Petroleum, helping create a unified private-sector voice for Uganda’s mining and petroleum industries.
His board leadership includes senior roles across banking, insurance, hospitality, FMCG, infrastructure and energy, including DFCU, British American Tobacco Uganda, Minet Uganda, Nile Breweries and Marasa Holdings.
Dr. Karuhanga also holds a special place in the history of the UK–Africa Investment Summit. At the inception of the Summit 17 years ago, he was among the senior Ugandan leaders approached for guidance in shaping the platform’s original direction. He was also one of the speakers at the maiden Summit in London, helping establish the early credibility and strategic purpose of what has now grown into a major UK–Africa investment and trade platform.
At UKAIS 2026, Dr. Karuhanga brings a rare combination of legal authority, government access, private-sector credibility and investment intelligence. His contribution is especially relevant to discussions on Uganda’s industrial transformation, energy and minerals development, project bankability, investor confidence and the legal architecture required to move major African projects from ambition to execution.
