Permanent Secretary and Accounting Officer, Ministry of Energy and Mineral Development, Republic of Uganda Energy Policy | Infrastructure Delivery | Industrial Corridors | Power Security

Leadership Role

Eng. Irene Pauline Bateebe is Permanent Secretary and Accounting Officer at Uganda's Ministry of Energy and Mineral Development. In this position, she leads the day-to-day implementation of Government energy and mineral policy and oversees the strategic direction of Uganda's energy transition, petroleum development and mining sectors. Her mandate directly shapes Uganda's power security, infrastructure investment frameworks and the commercial conditions supporting industrial production. She holds authority over policy implementation, regulatory alignment and the Government's engagement with international development finance, multilateral institutions and private sector investors.

Strategic Significance for Investors

Uganda's industrial corridor strategy depends on three critical foundations: reliable, affordable power; bankable infrastructure; and mineral and petroleum sectors that can serve regional supply chains. Eng. Bateebe oversees policy and implementation across all three. For investors and development finance institutions assessing manufacturing, agro-processing, mining, logistics and export production in Uganda, her role is central. Energy costs, grid reliability, power access agreements and the Government's infrastructure investment priorities directly determine project viability and capital efficiency. Her participation at UKAIS 2026 provides direct access to the Government official who shapes Uganda's energy and infrastructure landscape and translates investment intent into implementation.

UKAIS 2026 Contribution

Eng. Bateebe speaks at Session 4: Energy Transition and Infrastructure Corridors: Powering Production and De-Risking Infrastructure Corridors. She brings direct Government implementation experience on how energy systems, grid resilience, petroleum infrastructure, power access, renewable energy capacity and mineral-linked infrastructure enable production-led growth and industrial corridors. Her perspective is essential for investors, energy developers, infrastructure operators, development finance institutions and project sponsors evaluating how Uganda's energy and mining sectors can unlock industrial opportunities and support the UK–Africa–India corridors that UKAIS 2026 aims to mobilise.

Alignment with Summit Theme

UKAIS 2026's theme, Trade Corridors and Industrial Platforms: From Access to Production, requires energy and infrastructure to be central to the conversation. Access to markets means little without the power, infrastructure and capital to execute production. Eng. Bateebe's leadership connects energy policy, infrastructure finance and Government implementation to the practical systems required to move African economies from market access to production, value addition and industrial scale. Her participation ensures that energy security and infrastructure bankability are woven into UKAIS 2026's focus on executable industrial opportunity.
