Hon. David Bahati

Minister of State for Industry, Uganda
Hon. David Bahati Minister of State for Trade, Industry and Cooperatives (Industry), Republic of Uganda Hon. David Bahati is Uganda’s Minister of State for Trade, Industry and Cooperatives responsible for Industry. He is a senior government leader with extensive experience in economic policy, public finance, industrial development and private-sector growth. His ministerial docket places him at the centre of Uganda’s industrialisation agenda, with responsibility for supporting manufacturing growth, value addition, industrial competitiveness, productive enterprise development and the policy environment required to move Uganda from raw material exports to higher-value production. Hon. Bahati’s contribution is especially relevant to UK investors as Uganda seeks to link its mineral wealth, energy capacity, agro-processing base and manufacturing ambitions into bankable industrial platforms. His office is central to the national push for value addition, domestic processing, industrial parks, export-ready production and job-creating investment. At UKAIS 2026, Hon. Bahati brings an important government perspective on how Uganda can convert resource access into productive industry. His keynote contribution will help frame the role of policy, manufacturing finance, industrial infrastructure, standards, private-sector partnerships and export competitiveness in Uganda’s next phase of economic transformation. His participation in the mining and energy session will strengthen the discussion on mineral beneficiation, downstream processing, industrial value chains and the practical conditions required for UK investors to participate in Uganda’s move from extraction to production.
