Hon. Dr. Monica Musenero Masanza
Minister of Energy and Mineral Development, Government of Uganda
Hon. Dr. Monica Musenero Masanza is a Ugandan scientist, veterinarian, microbiologist, epidemiologist and public-sector leader with extensive experience across science policy, public health, innovation, industrial transformation and national crisis response.
She previously served as Minister for Science, Technology and Innovation in the Office of the President, where she advanced Uganda’s science-led development agenda and promoted research, innovation, industrial capacity and technology-driven economic transformation. Public sources in late May 2026 reported her move to the Ministry of Energy and Mineral Development, placing her at the centre of Uganda’s energy, petroleum, mining and industrial value-addition agenda.
Dr. Musenero is widely recognised for her technical leadership in epidemic preparedness and response. She has served as Senior Presidential Advisor on Epidemics and played a key role in Uganda’s COVID-19 response. Her earlier career included work with Makerere University, Uganda’s Ministry of Health, the Africa Field Epidemiology Network and international epidemic response efforts, including Ebola-related work in West Africa.
At UKAIS 2026, her participation aligns strongly with Uganda’s role as Strategic Growth Partner and the Summit’s focus on energy, mining, critical minerals, infrastructure, industrialisation and production-led growth. Her portfolio is directly relevant to discussions on affordable power, mineral beneficiation, local processing, regulatory clarity, project bankability and the infrastructure required to move Uganda from resource access to industrial value creation.
