Hon. Phiona Nyamutoro (TBC)

Minister of State for Minerals), Republic of Uganda
Hon. Phiona Nyamutoro Minister of State for Energy and Mineral Development (Minerals), Republic of Uganda Hon. Phiona Nyamutoro is Uganda’s Minister of State for Energy and Mineral Development responsible for Minerals. She is one of the senior government leaders driving Uganda’s minerals agenda at a decisive moment for the country’s transition from resource potential to industrial value creation. Her ministerial docket places her at the centre of Uganda’s mining transformation, including mineral licensing, investor engagement, local value addition, responsible mineral development, artisanal and small-scale mining formalisation, mineral beneficiation, and the development of a more transparent and investment-ready mining sector. Hon. Nyamutoro’s leadership is especially relevant as Uganda strengthens implementation of the Mining and Minerals Act 2022, advances the role of the Uganda National Mining Company, expands access to geological data, and positions critical minerals, gold, rare earths, graphite, iron ore, copper, cobalt, tin, tungsten, tantalum and industrial minerals as drivers of industrialisation and export-led growth. For UK investors, her keynote contribution offers direct insight into Uganda’s current minerals policy direction, regulatory priorities, project pipeline, licensing expectations and the government’s approach to turning mineral wealth into bankable industrial platforms. Her address will help clarify how Uganda intends to attract credible capital, technical partners, offtakers, processors and infrastructure investors into the mining value chain. At UKAIS 2026, Hon. Nyamutoro’s participation adds ministerial authority to the mining and energy session. Her perspective will be central to discussions on critical minerals, mineral beneficiation, responsible sourcing, local content, formalisation of artisanal mining, investor readiness and Uganda’s wider ambition to move from mineral access to productive industrial transformation.
