Hon. Sam Mayanja

Attorney General, Uganda

Hon. Sam Mayanja Attorney General of Uganda Ministry of Justice and Constitutional Affairs, Republic of Uganda

Hon. Sam Mayanja is the Attorney General of Uganda, serving as the Government’s principal legal advisor and a key constitutional office holder within Uganda’s justice, governance and public administration framework.

His role is central to legal certainty, Government decision-making, contractual integrity, public-sector accountability and the protection of national interests.

Through the Attorney General’s Chambers, Hon. Mayanja provides leadership on legal advisory services, Government representation, negotiations, constitutional matters, regulatory obligations and the legal frameworks that support public administration.

His office is especially important to Uganda’s investment environment. Investors require confidence in the rule of law, enforceable contracts, regulatory predictability, dispute resolution mechanisms and clear Government obligations before committing long-term capital.

At the UK–Africa Investment Summit 2026, Hon. Mayanja’s contribution will focus on the legal and institutional foundations required to support investment confidence. His perspective will be relevant to discussions on legal certainty, investment protection, contractual frameworks, Government obligations, regulatory predictability, dispute resolution and the rule of law.

His participation aligns with the Summit theme, Trade Corridors and Industrial Platforms: From Access to Production, by connecting legal assurance and institutional credibility with the practical conditions needed to attract capital, protect commercial commitments and move projects from negotiation to execution.
