Kenneth Owera is the Acting Chief Investment Officer at the National Social Security Fund (NSSF) Uganda, overseeing assets worth over UGX 25.7 trillion (USD 7 billion) across fixed income, equities, and real estate. He has extensive experience in pension fund management, infrastructure investment, and strategic asset allocation.

At NSSF, Kenneth drives the Fund’s long-term investment strategy, balancing optimal returns with Uganda’s socio-economic development priorities. He has led initiatives in alternative investments and voluntary retirement products, with a strong focus on responsible investing. He actively contributes to policy and industry dialogues on financial inclusion, infrastructure financing, and the role of institutional capital in Africa’s development, engaging with policymakers, development partners, and the private sector to foster partnerships that create jobs and strengthen economic resilience.
