Mr Humphrey Asiimwe
Chief Executive Officer, Uganda Chamber of Energy and Minerals
Mr Humphrey R. Asiimwe is the Chief Executive Officer of the
Uganda Chamber of Energy and Minerals, the private sector chamber representing Uganda’s
energy, mining, oil, gas and extractives industries.
Appointed CEO in March 2023, Mr Asiimwe leads UCEM’s strategic direction and operational execution,
with a focus on industry advocacy, stakeholder engagement, investor support, local content, capacity building
and responsible resource development. Through the Chamber, he supports structured dialogue between
government, private sector operators, financiers, investors and technical partners on Uganda’s energy and minerals agenda.
Mr Asiimwe brings more than two decades of professional experience across executive management,
human capital development, organisational transformation, logistics, healthcare, public administration and banking.
Before joining UCEM, he held senior leadership roles including General Manager and Group Human Resource Manager
at Multilines International Limited, General Manager at International Medical Link, and Health Centre Manager at
AAR Healthcare Uganda.
His wider leadership experience includes service as Board Chairman of the East African Authorised Economic Operators Association
and as a board member of the Uganda Freight Forwarders Association. His work across logistics and regional integration
gives him a strong understanding of the infrastructure, trade and operational systems required to support Uganda’s energy
and minerals sectors.
At the UK–Africa Investment Summit 2026, Mr Asiimwe will join
Panel 2: The Critical Minerals and Infrastructure Deal Room: Power-to-Mine, Downstream Refining and Logistical Bankability.
His contribution will bring a sector-wide private sector perspective on Uganda’s energy and minerals investment environment.
He will address grid-to-mine constraints, investor readiness, commercial bankability, local content, project preparation,
critical minerals value addition, and the integration of power, mining, refining and logistics into one bankable
industrial ecosystem.
His participation aligns strongly with the Summit theme,
Trade Corridors and Industrial Platforms: From Access to Production, and with UKAIS 2026’s focus on connecting
investors, operators, government and technical partners around executable infrastructure, mining and value-addition opportunities.
