Rosemary Kisembo is the Executive Director of the National Identification and Registration Authority (NIRA) in Uganda, a position she has held since 14 May 2021. Appointed following a presidential recommendation, she took over from Judy Obitre–Gama. Since assuming office, Kisembo has been instrumental in leading NIRA’s digital transformation and strengthening Uganda’s national identification systems. Her appointment came despite initial opposition from some government officials, reflecting her resilience and professional competence.
