🤝 Uganda Guarantees Transparency, Accountability & Investor Protection

Uganda is transparent, accountable, and investor-protected. Through the State House Investors Protection Unit (SHIPU) and the Electronic Investors’ Protection Portal (EIPP), Uganda has digitised efficiency and eliminated bureaucracy.

At the UK–Africa Business, Trade & Investment Summit 2025, Col. Edith Nakalema delivered a decisive message of confidence to the global investment community: Uganda is committed to transparency, accountability, and investor protection.

She highlighted reforms that have transformed Uganda’s investment environment — led by the creation of the State House Investors Protection Unit (SHIPU) and the Electronic Investors’ Protection Portal (EIPP). These innovations eliminate bureaucratic inefficiencies and corruption risks, creating a technology-driven framework for efficiency, digital access, and direct government oversight.

Col. Nakalema explained that the EIPP allows investors to engage directly with government agencies in real time, minimising paperwork and delays, while SHIPU provides a direct assurance mechanism under the Office of the President to ensure swift redress, protection, and facilitation.

She underscored the tangible results of Uganda’s investor reforms and economic competitiveness:
• Technology-enabled efficiency through digital access to government services.
• Investor safeguards with direct State House oversight.
• Youth employment impact, with FDI generating over 211,000 jobs per month — 31% of all FDI-related employment in East Africa.
• Regional market access to more than 300 million consumers across five neighbouring countries.
• Global recognition: Uganda ranked 3rd most profitable economy in Africa (Oxford Economics 2023/24), 4th best global travel destination (CNN 2024), and received the Investment Catalyst Award (Go Global Awards 2023).

“We have removed the barriers. Engage directly. Uganda’s government is your partner, and SHIPU is your guarantee of protection.”

Col. Nakalema urged investors to leverage the EIPP for registration, facilitation, and communication — bypassing unnecessary intermediaries — and to explore priority sectors such as agribusiness, clean energy, ICT, manufacturing, and tourism.

She reaffirmed Uganda’s continued focus on:
• Digital transparency across all ministries.
• Investor protection frameworks with real enforcement power.
• Youth employment as a central pillar of industrial growth.

By institutionalising digital systems and consolidating investor oversight, Uganda is shifting from a legacy of bureaucracy to a model of accountability and proactive service delivery.

“Uganda has moved from promises to performance — from perception to proof. Investors are now assured of a clean, efficient, and profitable environment.”

In closing, she positioned Uganda as a regional leader in investor assurance and digital governance:

“Uganda is no longer on the sidelines. We are now a recognised leader in Africa’s investment landscape — transparent, technology-enabled, and investor-focused.”

Key Takeaway:
Uganda guarantees a corruption-free, digitally driven, and investor-protected environment, positioning itself as one of Africa’s most profitable, accountable, and forward-looking FDI destinations.
