Uganda’s Tenfold Vision 2040
Strategic investment and growth path for UKAIS 2026 delegates.
Uganda’s Tenfold Growth Strategy is one of Africa’s most ambitious economic transformation plans, targeting growth from around US$50 billion to US$500 billion by 2040.
The strategy is not built around consumption alone. It focuses on tradables, exports, value addition, infrastructure, skills and private capital. Its core pillars are ATMS: agro-industrialisation, tourism, mineralisation, and science, technology and innovation.
The Current Situation
Uganda is positioning itself as a fast-growing, resource-rich economy entering a new investment cycle.
The Tenfold Growth Strategy has recently been presented to UK investors in London, with emphasis on Uganda’s ambition to become a US$500 billion economy by 2040.
Uganda’s investment narrative is supported by oil-sector development, mineral opportunities, infrastructure projects, industrial parks and export-led value addition.
Current Investment Context
The World Bank has stressed the need for Uganda to accelerate transformation, value addition, exports and job creation across agriculture, industry and services.
For UK investors, Uganda’s investment base remains underdeveloped but expandable. UK–Uganda trade reached £456 million in the four quarters ending Q3 2025, with UK exports at £401 million and UK imports at £55 million.
UK FDI stock in Uganda stood at £47 million in 2024, up sharply from the previous year.
Case Study 1: Oil, EACOP and Industrial Energy
Uganda’s oil sector is expected to be a major short-term growth driver.
The East African Crude Oil Pipeline is designed to transport crude from Uganda to the port of Tanga in Tanzania, with a stated capacity of 246,000 barrels per day.
The investment opportunity extends beyond crude exports. It includes refinery development, petrochemicals, fuel distribution, industrial energy, engineering services, skills training and local supply-chain development.
Case Study 2: Gold and Mineral Value Addition
Uganda’s gold exports surged in 2025, strengthening the country’s position as a regional gold processing and trading hub.
Investment opportunities include formalisation, assay laboratories, traceability systems, gold refining, jewellery manufacturing and responsible sourcing standards.
The gold story is not only about export value. It is about whether Uganda can build credible, compliant and value-added mineral systems.
Case Study 3: Railway and Trade Corridors
Uganda’s infrastructure ambitions include railway and trade corridor development designed to reduce logistics costs and improve regional access.
Rail links to Kenya’s Standard Gauge Railway and access to the port of Mombasa are strategically important for Uganda’s role as a land-linked trade platform serving East and Central Africa.
Case Study 4: Agro-Industrialisation
Agriculture remains Uganda’s employment backbone, but the Tenfold Strategy calls for greater value addition and export growth.
High-potential areas include coffee processing, dairy, edible oils, grains, beef, fruit, cold storage, packaging and export certification.
The opportunity is to move from production to processing, branding and export-ready food systems.
Case Study 5: Tourism and Services
Tourism is one of Uganda’s strongest service export opportunities.
Investment areas include eco-lodges, gorilla tourism, aviation, hospitality training, conservation finance, national parks, Lake Victoria tourism and regional conference infrastructure.
UKAIS 2026 Investor Message
Uganda’s Tenfold Vision 2040 should be read as an execution challenge and an investment opportunity.
Key questions for investors include:
- Can Uganda use oil potential to build industrial capacity?
- Can it add value to minerals and develop export systems?
- Can it shift agriculture from production to processing?
- Can infrastructure and finance unlock private-sector investment?
For UKAIS 2026 delegates, Uganda’s strongest investment proposition is clear:
A young, resource-rich and strategically positioned economy seeking capital, technology and partnerships to build value-added export sectors.
