Understanding Uganda's Industrial Park Incentives: Insights from Badru Ntege's Question

By Badru Ntege, Director, Nft Consult Group

At the 13th UK-Uganda Trade & Investment Summit, Badru Ntege, Director of NFT Consult Group, raised an important question regarding the incentives for investing in Uganda's industrial parks. His inquiry was directed toward the Uganda Revenue Authority (URA) Commissioner, seeking clarification on investment requirements for foreign and local investors in industrial parks.

Key Points from the Discussion:

Differential Investment Requirements:

For foreign investors developing an industrial park in Uganda, the minimum investment requirement is set at $15 million.

Ugandan citizens have a significantly lower threshold, with a minimum investment of $300,000 required in Kampala and $150,000 for projects outside Kampala.

East African Citizens’ Advantage:

East African citizens share a similar advantage to Ugandan citizens, with the same lowered investment requirements applicable.

Investment Benefits and VAT Exemptions:

Investments in upcountry areas are eligible for VAT exemptions, further incentivizing development outside the capital.

Strategic Partnerships for Lower Thresholds:

The law encourages partnerships between foreign and local investors. Foreign investors can benefit from the lower investment threshold by partnering with Ugandan citizens or registering their company as local.

Legal Registration and Ownership:

The legal framework requires a certain share of the company to be held by local investors for it to be considered a local entity and qualify for the lower investment threshold.

Implications for Investors:

This incentivized structure promotes collaboration between local and international investors.

It opens avenues for foreign investors to contribute to Uganda’s economic growth while benefiting from reduced capital requirements.

Broader Economic Impact:

These incentives are part of Uganda’s broader strategy to attract foreign investment, stimulate local entrepreneurship, and boost economic development.

Badru Ntege’s question and the subsequent clarification underscore the Ugandan government’s commitment to fostering an investor-friendly environment. This initiative is particularly significant in promoting industrial development, enhancing local and foreign investment partnerships, and driving economic growth. For potential investors at the summit, this information was invaluable, offering a clearer understanding of the opportunities and requirements for investing in Uganda’s burgeoning industrial sector.

“Whenever I pass through Entebbe Airport, I consistently encounter outstanding customer service from the Ugandan immigration team. Their proficiency and professionalism not only ensure a seamless entry process but also splendidly showcase Uganda’s hospitable nature. Such a high standard of service significantly enhances the travel experience for international visitors like myself.”
