Foreword

Strengthening Uganda’s Manufacturing Links Through China–UK–Uganda Collaboration

WM
Willy Mutenza
Chairman, UK–Africa Business Summit (UKAIS)
MD — The Promota Africa Group

For more than a decade, the UK–Africa Business Summit has positioned Uganda as a credible and competitive investment destination — connecting investors, policymakers, and diaspora business leaders to high-impact opportunities across manufacturing, agribusiness, energy, infrastructure, and services.

This China–Uganda Manufacturing and Trade Mission represents the next deliberate step in that journey. It is not a cold outreach. It builds on established institutional groundwork — including the February 2026 UK–India–Uganda Multi-Sector Trade Mission, conducted in collaboration with SACCI, WABA, the Office of the Prime Minister, and the British and Indian High Commissions in Kampala.

“Chinese manufacturing capability integrates into the UK–India–Uganda corridor as a fourth, complementary axis — adding production scale, equipment supply chains, and technical expertise that Indian and UK partners do not fully provide. Chinese investors entering through this mission are not starting from zero.”

The objective is clear: measurable outcomes through partnerships formed, investments committed, and long-term trade and manufacturing linkages between China and Uganda strengthened.

Uganda’s stable policy environment, Tenfold Growth Strategy, and access to EAC and AfCFTA markets — combined with China’s unmatched manufacturing capability — create structured, investment-ready pathways for sustainable industrial growth.

Established Institutional Foundation

  • February 2026: UK–India–Uganda Trade Mission — H.E. President Museveni, State House Entebbe
  • Formal Tripartite Working Group agreed under Uganda’s Office of the Prime Minister
  • Presidential directive to formalise UK–India–Uganda framework through Attorney General
  • Namunkekera (Kapeeka) Industrial Park designated as priority investment cluster

Why This Mission Is Different

  • Execution-focused — not networking or promotion
  • Pre-vetted counterpart matching for every deal room slot
  • Named UIA case officers present during B2G meetings
  • 30-day post-mission follow-through protocol with commitment tracking
Strategic Rationale

Why Now. Why Uganda.

Four irreversible structural trends converging at this moment.

01 — China+1 Imperative

Tariff Pressure & Cost Erosion

US tariffs of 10–25% have structurally eroded margin on Chinese-manufactured goods in Western markets. Vietnam and Bangladesh are capacity-constrained. East Africa is the next frontier.

Wages 60–75% lower than coastal China Land lease: $0.30–0.50/m²/month AGOA duty-free US access
02 — Africa’s Demand Surge

1.4 Billion Consumer Market

By 2030, Africa adds 300M middle-class consumers. Manufactured goods import bill exceeds $600B annually — majority sourced from Asia. Producing inside Africa eliminates freight and captures local premiums.

AfCFTA: 54-country free trade zone EAC: 300M+ consumers COMESA: 640M population
03 — Uganda’s Industrial Policy

Government-Backed Investment Framework

Uganda’s Tenfold Growth Strategy targets GDP from ~$50B to $500B by 2040. Manufacturing FDI is the cornerstone. UIA provides one-stop approvals, industrial parks, and a Presidential Investors Roundtable.

10-year tax holiday (>$50M investment) 0% import duty on approved machinery EPZ: additional free zone concessions
04 — Established Corridor

Tripartite Groundwork Already Laid

The February 2026 UK–India–Uganda mission — including a meeting with President Museveni at State House Entebbe — established a formal Tripartite Working Group. Chinese investors join an active framework, not a cold prospect.

Tripartite Working Group: OPM-led Kapeeka Park: priority cluster status 30+ Chinese entities already in Uganda
The Trilateral Manufacturing Model
China: Manufacturing capability, equipment supply chains, API production, technical expertise
Uganda: Production base, value addition, EAC & AfCFTA market access, industrial parks
UK / India: Capital structuring, advisory, DFI access, institutional credibility
Uganda Value Proposition

The Business Case for Uganda

Uganda is not the obvious choice for first-time African investors. That is precisely why the opportunity exists.

Cost Factor Uganda China (Coastal)
Manufacturing Labour (monthly) $120–$200 $650–$900
Industrial Land Lease (m²/month) $0.30–$0.50 $2.00–$5.00
Corporate Tax Rate 30% (15% in EPZ) 25%
Electricity — Industrial Tariff $0.08–$0.11/kWh $0.08–$0.13/kWh
Import Duty on Machinery (UIA-approved) 0% waiver available N/A
